A DVD-RW is a rewritable DVD. You put files on it, erase them again and then use the same disc once more. This is how this type differs from a DVD-R, which you can only fill once.
To write to the disc, you need a drive that supports DVD-RW. The data is then physically stored on the disc itself, so you don't need an internet connection or account to access it.
